43,000 displaced is hardly acceptable and should not be called minimal impact. Even in the case of Yolanda, thousands of families have still not been rehabilitated permanently even until today. The Green Party of the Philippines do agree that government would be able to respond better with a single agency handling not just DRRM but also climate change adaptation and be able to improve resiliency and build back better in more sustainable communities.
