On September 19, various environmental groups from across the globe will be taking part in the “World Cleanup Day 2020” (WCD), which is an annual global social action program aimed at combating the global solid waste problem, including the problem of marine debris. You can do this as an individual or as a group.  If you have a group or your organization wants to join please let us know. Activities of each group will be documented and submitted to the Country Leader, which will then be forwarded to the Let’s Do It World Headquarters, situated in Estonia, as participation data from the Philippines.

Reminders for Doing World Cleanup Day 2020

Here are some reminders:

1. Due to the COVID-19 pandemic, please make sure to strictly observe the usual safety protocols such as social distancing as well as the utilization of facemasks and face shields. Use gloves too for added protection.

  • always use washable gloves to pick up litter
  • wash your hands after the cleanup
  • wash your gloves and other equipment in hot water and plenty of soap

2. If possible, hope you could wear either yellow, pink, or blue shirts during the activity since these colors are the official colors of the WCD. Looks great too on photos.

Last time, I just brush off the news from mainstream media about piles of rubbish in Manila Bay from the the part of the beach near Manila Yacht Club since it is expected to occur heavily cleaning up the other side so it all natural to see other garbage floating to be found elsewhere within the coastal areas. Yesterday, I was totally puzzled by claims of dead fish in Baseco compound area. Just like how mainstream media fooled their own followers.

This time I can not rest until we found out about who is the culprit of this sabotage. Now, this is not the first time that a natural phenomenon such as fish kill occured in different parts of the Philippine waters, neither salt or fresh water, some tilapia species such as Blackchin Tilapia ( Sarotherodon melanotheron) or Mayan Cichlid (Cichlasoma urophthalmus) which has been in Manila Bay in the 1800’s can survive a wide range of salinity, it can even persist in brackish water due to its physiological adaptation to the changes in salt content of the water, but a sudden change that is so quick can kill them almost instantly. We have seen the same sight before last February, 2020 despite of the effort being done to clean up and clear up piles of garbage that accumulated over the years, the same thing also happen in Laguna Bay, which is a fresh water lake just after lockdown three months ago some 275,000 kilograms of tilapia and carp were lost because of this event, this has been a reoccurring event since dead fishes are found in Manila Bay on several seasons.

Massive death of fishes is very unlikely to be due to dolomite sand, since its mineral effect is for water filtration, Which obviously help to clean of the dirty water in Manila Bay. Also climate change such as temperature rise and pH lowering occurs in gradual changes, meaning slow in effect, and organisms can adapt to these alterations at some point, fishes might get stressed out but it doesn’t mean that they will die suddenly.

Possible Causes of the Fish Kill

As one of the presenters of some undergraduate research during 10th Zonal Research and Development Review at Ateneo De Manila University in 2006, I have seen International experts address issues pertaining to massive fish kills and I learned a lot from them. They stated that temperature increase and availability of CO2 in water can lead to harmful algal blooms or HABs which can create eutrophication and fish kill. There are many possible reasons since there are residents and establishments near the area, and these are

  • accidental spills
  • acid mine drainge,
  • acid sulfate soils
  • ammonia (NH3) toxicity, anoxia,
  • black water events
  • dam operation,
  • diseases
  • floods
  • herbicides and pesticides
  • hydrogen sulphide (H2S) toxicity
  • hypoxia low oxygen levels
  • high or low temperature stress
  • metals (toxic)
  • municipal sewage
  • oil spills
  • nutrient pollution
  • overturn of lakes
  • parasites
  • power generation water discharge
  • spawning activities
  • toxins
  • turbidity
  • underwater explosions

With all these reasons presented, we can conclude that it is not dolomite sand that directly causes the fish kill.

Another hypothesis that I am looking at is the onslaught of tropical storm Leon. A weather disturbance such as a tropical storm can destroy coral reefs, stir the water column, scatter bottom sediments, and increase pollution via storm-water runoff which can lead to poor dissolved oxygen in water causing those fishes to die.

It is an insult for a former Environmental Science Professor like me to accept the hearsay (sabi-sabi) of SOME GULLIBLE AND UNPROFESSIONAL MAINSTREAM MEDIA to spread news that malign the facts of the root cause behind scientific phenomena. A short cut that they did is to base it from personal accounts of people who are not even a scientist at all. I condemn their actions of creating public scandal under RA 10951 that President Duterte signed into law on Aug. 29 to amend the penal code, the crime of publishing “false news” has been incorporated into the sections on libel, these media companies must be held liable.

Let us end the malicious news of some mainstream media! Calling on the government offices to persecute these rascals!

Green Party of the Philippines (GPP-Kalikasan Muna) condemns the killing of Sorsogon-based journalist Jobert Bercasio aka Polpog. Polpog is known for his hard-hitting commentaries and hosts a program through Facebook live.

According to reports, Polpog was on board his motorcycle and was en route from the city proper going to Seabreeze Subdivision in Brgy. Cabid-An when he was shot multiple times by two suspects at around 7:55 PM.

City police chief Supt. Benito Dipad said the victim died on the spot though it could not yet be determined how many gunshot wounds he sustained as autopsy has yet to be performed.

Dipad said empty casings for M-16 rifle were recovered at the crime scene. Police investigators are now reviewing CCTV footages along the route taken by the victim for possible identification of the suspects, Dipad added.

One of Polpog’s expose was the relentless and illegal cutting of tress in Sorsogon. According to reports, other media were also being threatened in Sorsogon due to these illegal activities.

Polpog left behind his 4 children including 1 still in the womb and a wife.

We, the Green Party of the Philippines, is an emerging environmental party in the Philippines and at present has nationwide membership covering 16 regions, 31 provinces, and 163 cities and municipalities. We have active chapters at the “local” government administrative units, at city and municipal levels.

As a political movement we recognize that every piece of solution to an environmental problem is very important and this can be big or small. We also believe that in any environmental project sustainability is the key towards creating a viable solution to an existing problem.

BACKGROUND OF THE PROJECT

The “Manila Bay Rehabilitation” was launched on January 26, 2017, by DENR Secretary Roy Cimatu. It is a project which was the result of a Supreme Court decision dated December 18, 2008. The Supreme Court decision above was the result of a petition by a determined group of private individuals calling themselves the “Concerned Residents of Manila Bay”. The group included Atty. Jaime Agustin Oposa, who is the son of the legendary environmental activist Atty. Antonio Oposa, a Ramon Magsaysay awardee. (1)

On January 29, 1999, the Concerned Residents of Manila Bay filed a civil suit at the Regional Trial Court of Imus, Cavite, to force government agencies to clean up Manila Bay, as they were mandated to, by their own policy. In response, the government sued them, and lost; the process took almost 10 years. In 2008, the Supreme Court ruled that the government had to do it. It took another 10 years before the project was actually implemented.
Note, however that this nowhere in this order was it mentioned the specifics of the project especially one involving dolomite or white sanding the Manila Bay Area.

HEALTH CONCERNS ON THE PROJECT

The Department of Health (DOH) already cleared the issue on the health hazards of the project. According to a statement on September 9, 2020 DOH said it learned from the Department of Environment and Natural Resources (DENR) that the “white sand” it would be used to beautify Manila Bay is a type of dolomite that is two to five millimeters or 100 times bigger than dust. (2)

DOH also said that “occupational health and safety standards for workers and precautionary measures for the containment of possible dust formation” are likewise being enforced in the implementation of the multi-million-peso project, citing information it got from DENR.

“Therefore, in terms of the general safety of the public who will be enjoying the shoreline once permitted, DOH assures that no untoward incidents will occur as a result of this endeavor,” DOH added.

THE EFFECTS OF WHITE SAND ON MANILA BAY REHABILITATION

Although it can be considered that this is not the ultimate solution to the problem in Manila Bay, we believe that in part it can contribute to the beautification of the area and become an added deterrent in the throwing of waste in Manila Bay.

As long as, the DENR assures that the white sand made of dolomite will remain intact despite possible erosion due to strong currents especially during typhoon, then we believe that it is environmentally sound.

THE PROBLEM OF THE “WHITE SAND” MANILA BAY REHABILITATION

Despite, the foregoing possible positive impact of the “White Sand” Project in Manila Bay, we believe that the method of implementation of the project is problematic as follows:

  1. OVERPRICED: The project reportedly costs 397 Million but according to Ridon, the project should cost no more than the total amount of PHP 56.977-Million for 62,100 cu. meters. (3)
  2. NOT PART OF NEDA PLAN: The white sand dumping is not part of the NEDA Plan for Manila Bay and this was admitted by DENR. (4)
  3. ENVIRONMENTAL DESTRUCTION: The source of the dolomite sand was Alcoy, Cebu and the area was one of the remaining forest reserves and the area was partly destroyed (5)
  4. CEBU LOCAL GOVERNMENT RESPONSE: The Cebu local government was not informed about the supposed project, hence they issued a cease-and-desist order. (6)

OUR CALL AND RESOLUTION

As an emerging green party and movement, we believe that supporting the Department of Environment and Natural Resources (DENR) in this project is very important and should be the right course of action. However, we should not forget the fact that there are certain issues to be resolved in this particular project.

We hereby make the following stand and call:

  1. Make an investigation into the process of implementing the project and file appropriate actions against anyone who commits an irregularity.
  2. Investigate reports that the outsourced firm by DENR is not only using the dolomites they quarry for local use but is also exporting these products.
  3. For the NEDA and the DENR to find a way to sort out the plan for the rehabilitation of Manila Bay, to avoid further misunderstanding. Also, to see to it that this current project will now form part of the overall plan.
  4. To the DENR, to ensure that the white sand placed in the Manila Bay area will remain intact and that they would monitor and assure that there will be no adverse effect of this project to both plants, animals and humans in the area.

We, the Green Party of the Philippines, an emerging environmental party in the country which is composed of a nationwide membership in 16 regions, 31 provinces, and 163 cities and municipalities across the region, joins in the commemoration of Environmentalist Gina Lopez’s First Year Death Anniversary. As an organization who believes in having a caring attitude towards every citizen that nurtures and safeguards our environment, we uphold the many programs and advocacies of Ms. Gina Lopez for the environment and Filipino communities, to wit :

  1. Establishment of Bantay Kalikasan,
  2. Reforestation of the La Mesa Watershed Reservation and Administration of La Mesa Ecopark,
  3. Rehabilitation of Pasig River and its 46 tributaries,
  4. Launching of the Save Palawan Movement and her staunch support to No Mining in Palawan Movement which advocated for no large-scale mining in the province,
  5. Objection to use of fossil fuels and coal mining as as sources of energy,
  6. Run for Pasig River – 10-10-10, 11-20-2011 and Run, Roll Bike of 2012,
  7. Establishment of BayaniJuan, a relocation site for the estero relocates in Calauan, Laguna,
  8. Quest for LOVE Project aimed in helping underdeveloped communities.

All the notable projects she started and pump-primed for the environment and for the communities will not be put to naught because many cause-oriented organizations like us will defend our environment and will continue her legacy for our Mother Earth. Green Party of the Philippines supports her vision of creating meaningful change for our country guided by truth, justice, integrity and the common good.

We subscribe and abide by two of her most noteworthy and remarkable quotes in protecting the environment as her life’s mission which says:

“For me, the environment has always been about people. Because there is an intimate relationship between people and the environment. If you really want to help the people, which is my passion, you really can’t do it if you’re not aware of the impact of the environment on their lives… It’s air, water, I mean this is part of life. How can you help people if the air is dirty, the water is dirty, polluted?”

And on alleviating poverty in this country “I have no doubt in my mind that we can get our country out of poverty. No doubt. But the resources of our country must be nourished and protected such that the greater majority benefits. Not exploited to benefit the few… I truly feel that the way for our country is for everyone to work together.”

Green Party of the Philippines (GPP-KALIKASAN MUNA) is now an official Associate Member of the Asia Pacific Greens Federation (APGF) and the Global Greens.

Nick cooper, General Secretary of Asia Pacific Greens Federation confirmed the membership through an email. APGF Council approved the application of the Green Party of the Philippines, July 20. This is the first time in a while that the Philippines is once again part of the organization,

The rehabilitation of Manila Bay is a key component in ensuring that we are prepared for the dangers of Climate Change and not only that it is key towards ensuring sustainable living for the people of Manila and nearby areas.

Environment and Natural Resources Secretary Roy Cimatu reported on key government improved natural systems and enhance climate-resilient communities connected with keeping Manila Bay healthier and cleaner. The report came one year since the Battle for Manila Bay was waged.

Here are some of the key projects that was implemented:

  • At the Manila Baywalk, a 1.7 km wastewater interceptor was constructed to catch dirty waters from the three notorious outfalls of Manila at a solar-powered sewerage treatment plant beside the Manila Yacht Club. This STP is capable of treating 500,000 liters of untreated wastewater per day. As a result, chloroform levels at the bay walk area have drastically decreased recently;
  • A 2.5-kilometer long trashboom was already installed designed to trap for collection of floating debris coming from the offshore before these would inundate the seawall of the Manila Baywalk;
  • Dredging the waters fronting the whole Manila Baywalk is in full blast. While nourishment of the beach area beside the US Embassy is ongoing;
  • Dredging of the Tullahan-Tinejeros River System, through the support of San Miguel Corporation’s P1-biliion pledge of dredging and cleanup of the river system has started;
  • With the help of barangays, communities, private sectors, and estero rangers, the massive cleanup of esteros continues;
  • Direct dumping of trash along the riverways draining to Manila Bay is a critical issue that needs to be resolved in a comprehensive manner;
  • Provision for re-settlement of the informal settler families is a key option in the rehabilitation of Manila Bay; and
  • With the relentless cleanup drive and the mobilization of the barangay and communities, the environment around Baseco has improved, with the cleanup preparing the communities for the need for continuing hygiene to fight COVID-19.

Board Member Roland Carub of Nueva Vizcaya sends his strong support for the “PLANT, PLANT, PLANT PROGRAM.” This project is being initiated by Caruba Organic Backyard Gardening and they are offering free seedlings, free organic fertilizers, and free Organic Gardening Training and Workshop.

Organic Gardening is one of the advocacy being pushed by both the Green Party of the Philippines (GPP-KALIKASAN MUNA) and Aksyon Kalikasan as part of a Better Normal.

Board Member Roland Carub, the Regional Convenor for Region 2 of GPP-KALIKASAN MUNA is highly supported by the party thus, he was also appointed to be the Chairperson for its Green Governance Committee.
