House Bill 9147 or the “Single-use Plastic Products Regulation Act.”

It is about time that national law is passed regulating and banning the use of single-use plastic products. These plastics had been the primary culprit for widespread flooding, ocean waste, and many other. We laud the House of Representatives for passing House Bill 9147 or the Single-use Plastic Products Regulation Act on final reading with a vote of 190-0-1.

With great enthusiasm, it is hoped that this bill will finally become law before the term of President Rodrigo Duterte ends in 2022 and form part of his legacy. Aside from ensuring that single-use plastics are banned and phased out the proper implementation of the law and penalty provisions should be done. We have so many good environmental laws that had been passed only to suffer the lack of implementation.

Alternatives to single-use plastics should also be proposed and technical and scientific research and development should also be provided so that it will be effective. Among the key provisions of the bill orders the Department of Environment and Natural Resources to formulate a phase-out plan on single-use plastic wastes, with components on reducing consumption, increasing recovery, keeping producers accountable, developing alternatives, and raising awareness.
